Certification

Certification. The secretary or his or her designee shall certify that an alien investor has met the requirements for a commerce certificate before a business license may be processed by the Secretary of Finance. The certification by the secretary shall be consistent with the recommendation by the Foreign Investment Review Committee. No business or foreign national ID shall be issued or granted without the expressed approval by way of certification of the Secretary of Commerce.
