Discounts for Schools, Libraries, Youth Learning Centers and Health Care Providers. The Commission is authorized to establish intra-Commonwealth discounts to schools, libraries, youth learning centers and health care providers and to perform administrative functions necessary as a condition of Federal Universal service support if the discounts are recovered through the Federal Universal Service fund.
