Regulations. The Commission shall coordinate with the Federal Communication Commission (FCC) to adopt specific regulations for its designated telecommunication service providers to preserve and advance universal service, contribute on an equitable and nondiscriminatory basis to universal fund to promote universal service in the Commonwealth. (a) All rules and regulations promulgated under this article shall conform with the regulation of the telecommunication services as dictated by applicable federal statutes, including but not limited to the Federal Communications Act of 1934.
