§ 43106. Authorization to Mortgage. The Department of Public Lands is hereby authorized to mortgage village or agricultural homestead lots on behalf of the homesteaders who are eligible to receive housing loans under Article VII, Section 702(c) of the Covenant, or eligible to receive loans under the Rural Development Program or from private or public lending institutions.
