§ 4511. Purpose of Chapter. The purpose of this chapter is to establish a system of mortgage law in the Commonwealth which will induce lenders to make secured commercial and residential loans, while at the same time insuring that residents of the Commonwealth who execute mortgages will have a full comprehension of the nature and consequences of their act. All provisions of this chapter shall be construed in such a manner as to best effectuate its purposes. Source: DL 4-143, § 1.
