TITLE 1:

GENERAL PROVISIONS

§ 456. Commonwealth State Funeral: Procedure and Protocol. A Commonwealth state funeral shall include, but not be limited to, the following: (a) Honor guard; (b) Half mast of the Commonwealth flag; (c) Gun salute: (1) Current and former Governors—21 gun salute; (2) Current and former Lieutenant Governor—19 gun salute; (3) Current member of the Northern Marianas Commonwealth Legislature, Representative to the United States, and mayors—17 gun salute; (4) All other persons—15 gun salute; (d) Designation of a government official to deliver a eulogy; and (e) Arrangements made whereby the deceased is available for public viewing. Commission Comment: Federal law authorizes the Governor to order the American flag to fly at half-mast in the event of death of a present or former official of the Commonwealth government; see 36 U.S.C. § 175(m). In the event of the death of the Commonwealth’s Representative to the United States, the President of the United States may order the American flags in the metropolitan area of the District of Columbia to be flown at half-mast; see Presidential Proclamation 3044 (Mar. 1, 1954), 19 Fed. Reg. 1235.
