§ 4891. Short Title. This Act may be cited as the Rota Cultural Center Designation Act of 2002. Source: PL 13-31, § 1, modified. Commission Comment: PL 13-31, which took effect November 18, 2002, contained the following findings, severability, and savings clause provisions: Section 2. Findings. The Legislature finds that Lot No. 683 R 01, consisting of 55,414 square meters, more or less, located in As Nieves, Rota, and includes the Taga Quarry, a tourist site, is currently under preservation and should continue to be preserved with the exception of cultural development purposes. The Legislature further finds that there is a need to utilize a certain portion of Lot No. 683 R 01 for cultural purposes to compliment the Taga Quarry for the benefit of the tourists and the public in general. The Legislature further finds that there is a need to construct a Cultural Center on Lot No 683 R 01 as it recognizes the historical significance and will ultimately contribute to the natural beauty of the Taga Quarry site and the island of Rota. ... Section 5. Severability. If any provision of this Act or the application of any such provision to any person or circumstance should be held invalid by a court of competent jurisdiction, the remainder of this Act or the application of its provisions to persons or circumstances other than those to which it is held invalid shall not be affected thereby. Section 6. Savings Clause. This Act and any repealer contained herein shall not be construed as affecting any existing right acquired under contract or acquired under statutes repealed or under any rule, regulation or order adopted under the statutes. Repealers contained in this Act shall not affect any proceeding instituted under or pursuant to prior law. The enactment of this Act shall not have the effect of terminating, or in any way modifying, any liability civil or criminal, which shall already be in existence at the date this Act becomes effective.
