TITLE 3: HUMAN RESOURCES DIVISION 4: EMPLOYMENT AND REGISTRATION

§ 4970. Required Reports. (a) The Secretary shall prepare and submit to the Governor and the presiding officers of the Legislature the following written reports: (1) Within one-hundred-twenty days of the end of the government fiscal year, the Secretary shall prepare an annual report including data regarding the number of foreign national workers employed in the Commonwealth during the year, the citizenship of the workers, the job classifications filled by the workers; data regarding the number of citizens and permanent residents employed in the Commonwealth during the year, the job classifications filled by these employees; and other information as appropriate. (2) Pursuant to 3 CMC § 4526(c), the Secretary shall report any exemptions granted within thirty days after the close of each calendar quarter. (3) Pursuant to 3 CMC § 4527, the Secretary shall investigate and report in writing to the Attorney General any death of a citizen or permanent resident employee as a result of employment, or any injury of a citizen or permanent resident employee as a result of employment which causes substantial physical or mental impairment. (4) Pursuant to 3 CMC § 4924, the Secretary shall submit a yearly report on the status of approved security contracts not later than thirty days after the close of the fiscal year. The report shall contain the number of approved security contracts accepted in the fiscal year, the dollar limits of each approved security contract arrangement accepted, and a list of any signatories to approved security contracts in default. (5) Pursuant to 3 CMC § 4940, the Secretary shall investigate and report in writing to the Attorney General any death of a foreign national worker as a result of employment, or any injury to a foreign national worker as a result of employment which causes substantial physical or mental impairment. (b) Pursuant to 3 CMC § 4533, at least sixty days prior to the beginning of each fiscal year, any government entity employing foreign national workers shall prepare and submit to the Governor and the presiding officers of the Legislature a report on the progress of implementation of the manpower training and education plan together with a funding request necessary to implement the plan. (c) Pursuant to 3 CMC § 4968(d), no later than ninety days after the end of the fiscal year: (1) The Secretary of Finance shall prepare and submit to the Governor and the presiding officers of the Legislature a report on the status of the Foreign Worker Fee Fund; (2) The president of the Northern Marianas College shall prepare and submit to the Governor and the presiding officers of the Legislature a report on the expenditure of such funds; and (3) The mayors of Rota and Tinian shall prepare and submit to the Governor and the presiding officers of the Legislature a report on the expenditure of such funds.
