Wholesaler: Authorized Imports, Purchases and Sales. A person or establishment holding a wholesale agent license may import into or purchase in the Commonwealth from a manufacturer, agent, or wholesaler the tobacco products specified by the Department of Commerce, and sell such products to licensed retail establishments.
