§ 52024. Power and Duties of the Secretary. The Secretary shall have the power and duty to adopt, amend, and repeal regulations in accordance with the Administrative Procedure Act to carry out the purposes of this chapter and to do all things necessary to carry out the functions, powers, and duties set forth in this chapter.
