Promulgation of Plant and Animal Quarantine Regulations. (a) With the prior approval of the Governor, the Director of Natural Resources shall issue plant and animal quarantines and regulations, relating to the administration and enforcement of the controls established by this chapter. Letters and memoranda may be issued from time to time by the Director of Natural Resources and Governor relating to the administration and enforcement of such controls, quarantines and regulations. (b) Emergency orders relating to domestic quarantine may be issued from time to time by the Director of Natural Resources, providing such orders are not in conflict with the controls, quarantines and regulations issued pursuant to subsection (a) of this section. (c) The plant and animal quarantines and regulations issued pursuant to this chapter shall be translated in whole or in summary from English to Chamorro or Carolinian and shall be published by posting in each mayor’s office and filing with the clerk of the Commonwealth Trial Court a copy of the translation and the English language version. Section 4 of PL 6-25, the “Commonwealth Judicial Reorganization Act of 1989,” provides that “[w]herever the term ‘Commonwealth Trial Court’ appears in the Commonwealth Code, it is henceforth to be interpreted and understood to refer to the Commonwealth Superior Court.”
