§ 53059. Authority of Local Legislative Delegations. (a) Local legislative delegations, in accordance with 1 CMC §§ 1401–1409, may enact marijuana regulation laws, as provided by this section, pertaining exclusively to matters within their respective senatorial district. (b) Local legislative delegations may adopt reasonable time, place, and manner regulations of the nuisance aspects of establishments that sell marijuana to consumers. The local legislative delegation may establish civil penalties for violation of a local law governing the time, place, and manner of a marijuana establishment that may operate in such senatorial district. (c) Local legislative delegations may establish a schedule of local annual operating and registration fees for marijuana establishments. (d) The authority granted to local legislative delegations by this section is in addition to, and not in lieu of, the authority granted by Commonwealth law and the Constitution of this Commonwealth.
