§ 5452. Vessels Carrying Passengers for Hire. All vessels subject to this chapter which carry passengers for hire shall, in addition to any rules and regulations promulgated under this chapter, comply with the Coast Guard rules and regulations concerning vessels carrying passengers for hire. (a) This section does not apply to: (1) Foreign vessels temporarily using waters subject to United States jurisdiction; (2) Military or public vessels of the United States, except recreational-type public vessels; (3) A vessel whose owner is a state or subdivision thereof, which is used principally for governmental purposes, and which is clearly identifiable as such; and (4) Ships’ lifeboats.
