§ 5650. Distribution of Collected Fines and Penalties. Notwithstanding any law to the contrary, the Secretary of Finance shall deposit all fines and penalties collected under this article as follows: (a) Eighty percent shall be deposited into the General Fund, subject to appropriation. (b) Twenty percent shall be deposited in a special account established by the Secretary of Finance to be known as the Pawnbroker Administration and Enforcement Fund. Such fund shall be non-lapsing and shall be a continuing appropriation to the Department of Commerce for the sole purpose of administering and enforcing the provisions of this article.
