§ 5659. Disabilities.
Standards for Parking Reserved for Persons With
All open off-street parking areas shall provide parking spaces for use by motor vehicles which transport physically disabled persons, in accordance with the following minimum standards: (a) In any parking area or facility the following number of spaces shall be provided for use by physically disabled persons: (1) There shall be a minimum of one space provided for use by physically disabled persons in any parking area containing more than five but not more than 25 parking spaces; (2) There shall be a minimum of two spaces provided for use by physically disabled persons in any parking area containing at least 26 but not more than 50 parking spaces; (3) There shall be a minimum of three spaces provided for use by physically disabled persons in any parking area containing at least 51 but not more than 75 parking spaces; and (4) There shall be a minimum of four spaces provided for use by physically disabled persons in any parking area containing at least 76 but not more than 100 parking spaces. (5) In any parking area containing 100 or more parking spaces, one space shall be provided for use by physically disabled persons for each increment of 25 parking spaces. If the number of parking spaces is not evenly divisible by 25, an additional space shall be provided for use by physically disabled persons out of the last fractional increment. (6) In any parking area or facility in which the parking spaces are not otherwise physically marked or defined, the area or spaces provided for use by physically disabled persons must be clearly marked as required by this article. (7) The requirements of subsection (a) of this section shall apply to all temporary parking areas and facilities. In any temporary parking area or facility that will exist or be used for a period of one week or less, the area or spaces provided for use by physically disabled persons may be indicated by use of temporary curbs, barricades or signs, provided that such spaces are clearly indicated by such temporary device. (b) The minimum dimensions for at least 50 percent of all parking spaces provided for use by persons with physical impairments shall be 13 by 18 feet, provided that: (1) In any off-street parking area in which, pursuant to subsection (a) of this section, there is only one parking space provided for the use of physically disabled persons, that space shall meet the minimum dimensions set forth in this subsection (b) of this section; and (2) In any off-street parking area in which, pursuant to subsection (a) of this section, there is an odd number of parking spaces provided for the use of physically disabled persons, the minimum number of spaces that shall meet the minimum dimensions set forth in this subsection (b) of this section shall be “rounded down” to one space less than 50 percent of all parking spaces provided for use by physically disabled persons.

(c) Parking spaces provided for use by physically disabled persons shall be located as close as possible to a building entrance which allows entrance and exit to the parking area without assistance. (d) Nothing in this section shall prevent the owner or operator of any off-street parking area or facility from designating and providing for exclusive use by physically disabled persons a greater number of spaces than required by this section.
