§ 5755. Bicycles and Human-Powered Vehicles on Sidewalks. (a) A person propelling a bicycle upon and along a sidewalk, or across a highway upon and along a crosswalk, shall yield the right of way to any pedestrian and shall give an audible signal before overtaking and passing the pedestrian. (b) A person may not ride a bicycle upon and along a sidewalk, pathway, or across a highway upon and along a crosswalk, where the use of bicycles is prohibited by official traffic signs. (c) A person propelling a vehicle by human power upon and along a sidewalk, or across a highway upon and along a crosswalk, shall have all the rights and duties applicable to a pedestrian under the same circumstances. The findings stated: Section 1. Findings. The Legislature finds that several accidents have occurred along Beach Road Pathway due to bicycling. The Legislature further finds that a notice of advisory was issued by the Northern Marianas Housing Corporation on November 11, 2003, advising the general public that bicycling at the Beach Road Pathway is prohibited for it poses a threat to children and adults who are jogging or walking.
