Program Records as Property of Department – Control of Records. Copies of records regarding individual juveniles, which records are maintained by providers under contract with DYS to provide services to juvenile offenders, and which records are not protected by privilege, are the property of DYS and shall be returned to it when each juvenile offender is terminated from the provider's programs.
