Fugitives From the Commonwealth: Issuance of Warrant to Receive and Convey. Whenever the Governor shall demand from the executive authority of any state a person charged with crime or with escaping from confinement or breaking the terms of bail, probation or parole in the Commonwealth, the Governor shall issue a warrant under the seal of the Commonwealth to some agent commanding that person to receive the person charged if delivered to him and convey the person to the proper officer of the Commonwealth government.
