§ 6910. Appropriations and Reprogramming. The Governor shall include in his budget submission to the legislature, for each fiscal year in which his regular term of office will expire, an identified appropriation for carrying out the purposes of this chapter. The funds subsequently appropriated for use under this chapter shall remain available for any one gubernatorial transition during the fiscal year in which the transition occurs. The Director of Finance is authorized to expend all funds necessary to carry out the purposes of this chapter. In the event the legislature fails to appropriate the necessary funds to carry out the purposes of this chapter, the Governor shall reprogram resources appropriated to executive departments, agencies, boards, and commissions so that the purposes of this chapter may be achieved.
