§ 7106. Administrative Orders and Notice. The commissioner may issue such orders as may be necessary to carry out his powers and duties. Orders of the commissioner shall not be effective unless in writing signed by the commissioner or under his or her authority. Every order and notice issued by the commissioner shall: (a) Contain a concise statement of the grounds upon which it is based; (b) Designate the provisions of this division or particular regulation pursuant to which action is taken or proposed to be taken; (c) State the effective date of the order or notice; (d) Contain such other matters as may be required by law; (e) Be served or delivered to the person ordered or notified by mailing it, postage prepaid and registered with return receipt requested addressed to the person at that person’s post office address or by personal service or delivery as provided in law for other service of process.
