§ 7205. Budget Timetable; Penalties. (a) The following timetable shall be observed with respect to submission of the Governor’s proposed annual budget and consideration of the budget prior to the beginning of each fiscal year by the legislature: On or Before Action Required April 1 Governor submits proposed annual budget. July 1 Legislature sets limits on expenditures by House concurrent resolution. September 1 Legislature completes action upon annual appropriation acts. October 1 Fiscal year begins. (b) In the event that the Governor fails to timely submit the proposed annual budget to the legislature as required by the provisions of 1 CMC §§ 7201, 7202 and 7203, the following provisions shall apply: (1) The Governor’s and agencies’ reprogramming authority as set out in 1 CMC §§ 7302 and 7402(a), (b) and (c), or otherwise established by law, shall terminate until 10 days following the day that the budget is submitted; (2) All accounts, budget submissions, records, files, and other documents relevant to the Commonwealth’s budget shall be made available to the presiding officers of the legislature.
