§ 7630. Public Comment on Proposed Rates for Health Insurance. (a) When an insurer files a schedule or table of premium rates for individual, portability, or small employer health insurance under 4 CMC § 7629, the Commissioner shall open a 30-day public comment period on the rate filing that begins on the date the insurer files the schedule or table of premium rates. The Commissioner shall post all comments to the website of the CNMI Department of Commerce without delay. The Commissioner may reduce the 30-day public comment period to a period of no less than 10 days if he deems it appropriate under the totality of the circumstances. (b) The Commissioner shall give written notice to an insurer approving or disapproving a rate filing or, with the written consent of the insurer, modifying a rate filing submitted under 4 CMC § 7629 no later than 10 business days after the close of the public comment period. The notice shall comply with the requirements of 1 CMC § 9101 et seq. Source: PL 18-34 § 5(7630) (Feb. 14, 2014), modified.
