TITLE 1: GOVERNMENT

DIVISION 7: PLANNING, BUDGETING AND AUDITING

§ 7704. Regulations. An officer or employee of the Commonwealth having administrative control of any appropriation or allocation of resources, subject to the approval of the office of the Special Assistant for Planning and Budgeting, shall prescribe, by regulation, a system of administrative control not inconsistent with any accounting procedures prescribed by law designed to: (1) Restrict obligations or expenditures against each appropriation to the amount of allotment made; and (2) Enable such branch or department head to fix responsibility for any expenditure or the creation of any obligation.
