§ 8431. Regulated Entities to Furnish Information. Every regulated entity shall at all times, upon request, furnish to the Commission all information that it may require respecting any of the matters concerning rates and charges, revenues and expenditures which it is given power to investigate and shall permit the examination of its books, records, contracts, maps, and other documents by the Commission or any person authorized by it in writing to make such examination, and shall furnish the Commission a complete inventory of its property in such form as the Commission may direct. (a) Every regulated entity shall furnish the Commission with annual reports containing information to be specified by the Commission as well as copies of all internal financial statements used by the entity on a monthly, quarterly or regular basis as requested by the Commission and reasonably necessary in the performance of the regulatory function of the Commission. (b) The Commission shall require the entities to follow standard accounting procedures, or, in the case of Public Utilities and Telecommunications Companies, the Commission may direct to follow accounting procedures required by the Federal Energy Regulatory Commission (“FERC”) or the Federal Communication Commission (“FCC”), respectively.
