§ 8501. Short Title. This part may be referred to as the Government Ethics Code Act of 1992. Source: PL 8-11, § 1 (§ 8401). Commission Comment: PL 8-11 took effect January 22, 1993. According to PL 8-11, § 1 (§ 8403): § 8403. Intent. [N.M.I. Const. art. II, § 15] requires the legislature to enact a comprehensive code of conduct for its members. [N.M.I. Const. art. III, § 6] requires the legislature to enact a code of conduct for the Governor, Lieutenant Governor and heads of executive departments “that includes a requirement of disclosure of financial or personal interests sufficient to prevent conflict of interest in performance of official duties.” In accordance with the mandate of Amendment 40 of the 1985 Second Marianas Constitutional Convention, [N.M.I. Const. art. II, § 15 and art. III, § 6], the legislature hereby enacts a comprehensive code of conduct for all elected officials and appointed employees and officers of the Commonwealth government and its political subdivisions including members of boards, commissions and other instrumentalities.
