Restraint from Deliberation Where Contract Conflict is Present. A public official or public employee shall not participate in obtaining or granting a public contract in which the official or employee or a member of the official or employee’s immediate family has a direct or indirect interest unless the contract is available on the same terms to the general public or a broad class of persons.
