§ 8553. Restrictions on Acceptance of Honoraria. (a) A public official or public employee shall not accept an honorarium of more than $1,000, excluding amounts for actual travel and subsistence expenses for the public official or employee, for a speech or article, or honoraria aggregating more than $10,000 in a calendar year. (b) A public official or public employee shall not accept an honorarium for a speech or article unless the subject matter of the speech or article is unrelated to the subject of the public official or public employee’s responsibilities. (c) If an honorarium payable to a public official or public employee is paid instead at the public official or employee’s request to a charitable organization selected by the payor from a list of five or more charitable organizations provided by the public official or public employee, the public official or public employee has not, for the purposes of this section, accepted the honorarium.
