Prohibitions. (a) No unauthorized person may sound the horn, handle the levers, set in motion, deface or in any way tamper with or damage any motor vehicle standing or parked upon any highway. (b) No person may throw any missile, circular, pamphlet or other materials at the occupants of any vehicle or throw or place any substance upon any public highway injurious or damaging to the public highway or to vehicles.
