Possession of Motor Vehicle Liability Insurance Required for Operation of Vehicle on Public Roads. No person shall operate any motor vehicle on the public roads or highways of the Commonwealth unless at the time of such operation, the operator has in their immediate possession or within such vehicle, satisfactory evidence of minimum motor vehicle liability insurance for such operator and vehicle.
