§ 9127. Advance and Allotment of Wages. (a) It is unlawful to pay any seaman wages in advance of the time when they are actually earned, or to pay advance wages or make any order or note or other evidence of the indebtedness therefor to any other person, or to pay any person for the shipment of any seaman when payment is deducted or to be deducted from a seaman’s wages. Any person violating any of the provisions of this section shall be punished with a fine of not more than $50. (b) The master and any seaman may agree that an allotment of a portion of the seaman’s earnings may be payable to a spouse, children, grandchildren, parents, grandparents, brothers, sisters, or to a bank account in the name of the seaman.
