§ 9306. Lottery Commission: Rules and Regulations. The Commonwealth Lottery Commission shall promulgate regulations in the manner prescribed by law providing for the following: (a) The type of lottery and the manner in which the lottery is to be conducted; (b) The number and size of the prizes; (c) The manner of selecting the prize winners; (d) The manner of payment of prizes to the prize winners; (e) The frequency of the lotteries and the time at which they may be held; (f) The types of locations at which participation in the lotteries may be permitted provided that said locations are strictly limited to golf resorts, hotels that have one hundred rooms or more or at any airport departure area that is accessible to departing passengers only; (g) The method to be used in promoting the lottery; (h) The licensing of persons engaged in the operation of the lottery and requiring that no person under the age of 18 may be directly engaged in such operation; and (i) Such other regulations as are necessary to insure the efficient administration of and compliance with the provisions of this chapter.
