§ 9310. Lottery Commission: Power to Contract. The commission may enter into contracts for the supervision, organization, and operation of the lottery, or any part thereof, and into contracts for the promotion of the lottery. These contracts are not subject to the laws generally applicable to public contracts, and are specifically exempt from any requirement of competitive bidding. A contract awarded or entered into by the commission may not be assigned by its holder except by prior specific written approval of the commission. Source: PL 3-60, § 9.
