§ 9322. Prohibited Acts. (a) Operation of Lottery. No persons other than those licensed by the commission may operate or be engaged in the operation of the lottery. (b) Sale to Minors Prohibited. No person under the age of 18 may participate in the lottery. (c) Forgery of Tickets. No person with intent to defraud, may falsely make, alter, forge, utter, pass, or counterfeit any instrument used in connection with the lottery. (d) Prohibition Against Prizes for Employees. A ticket or share may not be purchased by, and a prize may not be paid to, an officer or employee of the commission or to any spouse, child, brother, sister or parent residing as a member of the same household in the principal place of abode of an officer or employee of the commission. (e) Other Lotteries Prohibited. It is illegal for any person to sell, buy, or transfer in exchange for any thing of value, any ticket or share of any lottery, regardless of place of origin, which is not authorized by the commission. The commission may authorize the sale in the Commonwealth of tickets or shares of the lottery of any state or territory of the United States or of any foreign country only if such state, territory, or country permits the sale of tickets or share of any Commonwealth lottery within its jurisdiction.
