§ 9413. Definition. A lobbyist is a person who by himself or herself or through any agent, employee, or other person in any manner whatsoever, directly or indirectly, solicits, collects or receives any money or any other thing of value to be used in any manner to aid in or influence: (a) Passage or defeat of any legislation by the legislature or approval or veto of any legislation by the Governor; (b) Adoption or defeat of any regulation, rule, rate, standard or decision of any board or commission or the Commonwealth which has rule-making authority by law, regulation or the Constitution.
