Act not to create new elements of value or damage

Nothing in this act shall be construed as creating in any condemnation proceedings brought under the power of eminent domain any element of value or of damage not in existence immediately prior to the date of enactment of this act. Added by Laws 1971, c. 342, § 14, operative July 1, 1971.
