Transfer of project to state highway system

No turnpike project shall be transferred from the Oklahoma Turnpike Authority to the state highway system except as follows: 1. Pursuant to the applicable provisions of Section 1717 of this title; or 2. Pursuant to the approval of the transfer by the Legislature as expressed in a concurrent resolution.
