The municipal governing body shall fix the water charges to be paid by the consumer and provide by ordinance for appropriate penalties for the violation thereof as the governing body may deem proper for the regulation and protection of the waterworks. Laws 1977, c. 256, § 37-109, eff. July 1, 1978.
