The Department shall have the authority to enter into cooperative agreements with the United States Secretary of the
Interior to provide for departmental regulation of surface coal mining and reclamation operations on federal lands within Oklahoma. Laws 1979, c. 249, § 51, emerg. eff. June 1, 1979.
