Section 2. The Secretary of Commerce is authorized to appoint a chief of said bureau and such other officers and employes as may be necessary to carry out the purposes of this act, to prescribe their duties. He may also use temporarily any clerks or employes of the Department of Commerce in the bureau as occasion may require.
