Section 3. The sum of twenty-five thousand dollars ($25,000) or as much thereof as may be necessary is hereby appropriated to the Department of Property and Supplies for the fiscal year ending June 30, 1972 for the purpose of beginning implementation of this act.
Section 4. This act shall take effect immediately.
