Section 3. The land to be demised by the General State Authority shall be free of restrictions on use and alienation prescribed by section 20 of the act of June 22, 1964 (Sp.Sess., P.L.131, No.8), known as the "Project 70 Land Acquisition and Borrowing Act" upon the execution and filing of a document of release citing the sponsorship of the General State Authority Project No. 182-1 by the Borough of Norristown and its jurisdiction and control of the area and the benefits to the public; providing that the Redevelopment Authority of the County of Montgomery shall pay the rentals from the user of the antenna site to the Project 70 Reserve Account, from the restrictions of the use and alienation prescribed by section 20(b) of said act.
The document of release in such case shall, upon the execution of the lease, be prepared by direction of the Office of General Counsel and the Office of the Attorney General and filed in Montgomery County.
