Section 2

Section 2. And be it further enacted by the authority aforesaid, That the recorder of the city of Philadelphia shall have power to issue writs of habeas corpus, and to give relief thereon in the manner and as fully as the president or any associate judge of a court of common pleas in this commonwealth at present may or can do by virtue of act of assembly entitled "An act for the better securing personal liberty and preventing unlawful imprisonment," and under the like restrictions and penalties.
