Section 3. The memorial commission shall have the power and duty to develop detailed plans including site, size, costs and other similar relevant items and facts germane to the creation of a State Memorial. It shall present its findings and recommendations together with drafts of necessary legislation to effectuate the same in a written report to the General Assembly. Upon submission of such report or the expiration of two years from the effective date of this act, whichever is earlier, the commission shall expire.
