Section 2054-L. Grant priority.
The agency shall:
(1) Establish a process for accepting and reviewing applications. The process shall ensure applications which meet the eligibility criteria and are complete will be awarded in the order received by the agency.

(2) Give renewal applicants the opportunity of first priority in awarding grants for their renewal applications.
