Section 2. Assignment of copyright.
(a) This act shall not be effective until the owner of the copyright assigns all rights, title and interest in the copyright to this song to the Commonwealth of Pennsylvania.
(b) No payments or other considerations shall be paid anyone whomsoever for such assignment.
(c) The Commonwealth of Pennsylvania shall not charge anyone for the reproduction or use of the song.
