Section 19. Expenditure adjustment.
All funds expended or encumbered for public improvement projects itemized in section 3(13)(xxi) of the act of October 21, 1988 (P.L.851, No.113), known as the Capital Budget Project Itemization Act for 1987-1988, shall be credited against the projects set forth in section 3(12)(vi) of this act.
