Section 5. Use of proceeds.
Proceeds of borrowing shall be used as determined by the General Assembly by law to promote economic redevelopment throughout the Commonwealth through job producing programs; grants and loans for industrial and small business development; to acquire equipment for vocational programs in secondary schools, community colleges and engineering degree-granting schools; for agricultural development; and for the acquisition, rehabilitation or development of facilities for community services and public recreation purposes.
