Section 2

Section 2. And be it further enacted by the authority aforesaid, That until the present war shall have been declared to have ceased as aforesaid, each and every pilot of each and every outward bound vessel who shall conduct such vessel to the capes of Delaware in safety, shall receive in addition to the pilotage heretofore allowed by law, thirty-three and one third per centum upon the amount of such pilotage.
