Section 2. The sum of one hundred thousand dollars ($100,000), or as much thereof as may be necessary, is hereby appropriated to the Department of Public Instruction for the fiscal year beginning July 1, 1963, for salaries, wages and all necessary expenses of the State Board of Education and its Council of Basic Education and Council of Higher Education as authorized by The Administrative Code of 1929.
