Section 1. Be it enacted, &c., That nothing contained in the act to which this is a supplement shall be construed to require the securing of a permit from the Water and Power Resources Board, of the Department of Forests and Waters, for the right to construct any dam not exceeding three feet in height in a stream not exceeding fifty feet in width, where such dam is constructed for the sole purpose of creating a pool in such stream for fish and fishing purposes.
